The head of the Ministry of Finance of Ukraine, Sergii Marchenko, has put forward an idea to provide tax officials with access to the financial data of citizens that are currently protected by banking secrecy. This was reported by the Judicial and Legal Newspaper.
According to Marchenko, he stands for maximum transparency in the field of taxation. “We should not be afraid to disclose bank secrecy, which we believe protects us from something. Banking secrecy protects thieves and criminals,” Marchenko said. He is confident that banking secrecy will become a thing of the past after European integration.
Will the tax authorities not work with the data of specific individuals?
The minister did not deny that Ukrainians would be against the innovation because of their distrust of a number of institutions, including law enforcement. However, Marchenko trusted the fiscal authorities and allowed them to access classified information only. The police will only have access to the data on “certain judicial grounds.”
If Marchenko’s initiative is implemented, the tax authorities will not work with the financial data of a particular person but with arrays of information. “A tax officer will not know who it is. It will be a database, and they will work with risks. If there is a situation when, for some reason, billions of dollars appear on someone’s accounts but are not confirmed by anything,” the official explained.
